What to Expect
If this is your first TDLR project, the accessibility process may seem complicated. The good news is that every regulated project follows the same general path.
This guide provides a simple overview of each step—from project registration through final closeout—so you know what to expect before work begins.
PROJECT REGISTRATION
Every regulated project begins with registration.
Projects subject to the Texas Accessibility Standards (TAS) must be registered with the Texas Department of Licensing and Regulation (TDLR) before construction begins. Registration establishes your project with TDLR and officially begins the Texas accessibility review process.
PLAN REVIEW
Accessibility issues are easiest to correct before construction begins.
We review your construction documents for compliance with the Texas Accessibility Standards and identify potential accessibility issues before construction begins, when revisions are typically easier and less expensive to make.
CONSTRUCTION
Construction is where the plans become reality.
Construction rarely goes exactly as planned. Field conditions, product substitutions, and design changes are a normal part of the process. We’re available throughout the project to answer accessibility questions and help resolve issues before they become costly corrections.
FINAL INSPECTION
The Final Inspection verifies the completed project complies with the Texas Accessibility Standards.
Once construction is substantially complete, we’ll inspect the completed work, document our findings, and prepare the required Inspection Report.
CORRECTIONS
If deficiencies are identified, the next step is correction.
The Inspection Report identifies the items requiring correction and references the applicable accessibility requirements. Once the corrective work has been completed and the Inspection Response has been submitted, the project is ready for final closeout.
PROJECT CLOSEOUT
Your accessibility process is complete.
Once all required documentation has been accepted, TDLR closes the project and the accessibility process is complete. We recommend keeping your project records for future renovations, alterations, or ownership changes.

Key Project Deadlines
The Texas accessibility process includes several important deadlines. Keeping your project on schedule helps avoid unnecessary delays and allows your project to be closed with TDLR in a timely manner.
Before Construction
Projects subject to the Texas Accessibility Standards must be registered with TDLR before construction begins and before a building permit can be issued.
Final Inspection
The required accessibility inspection must be completed within one year of the project’s Construction Completion Date reported to TDLR.
Correcting Deficiencies
If deficiencies are identified during the Final Inspection, the required Inspection Response must generally be submitted within 270 days of the inspection. If additional time is needed, TDLR allows extensions to be requested before the deadline expires.
FREQUENTLY ASKED QUESTIONS
Does every project require TDLR registration?
No. Only certain commercial construction and alteration projects are regulated under the Texas Architectural Barriers Act. If you’re unsure whether your project requires registration, we’re happy to help determine if the law applies.
How long does a Plan Review take?
Most Plan Reviews are completed within a one to two weeks after we receive a complete set of construction documents. Larger or more complex projects may require additional time depending on the scope of work.
When should I schedule the Final Inspection?
The inspection should be scheduled when construction is substantially complete and all accessibility features are ready for evaluation. We recommend scheduling before the contractor’s final closeout so any accessibility items can be corrected while the project team is still on site.
What happens if deficiencies are found?
Most projects require a few corrections. If deficiencies are identified, we’ll provide a detailed Inspection Report explaining each item and guide you through the Inspection Response process until the project is ready for closeout.
How much does the accessibility process cost?
Costs vary depending on the size and scope of the project. Registration fees are established by TDLR, while Plan Review and Inspection fees are based on the project’s estimated construction cost.
